Labor Issues in Infrastructure Reform


The consideration of labor issues is critical for the reform of infrastructure service providers. Publicly owned utilities are often overstaffed and seek to reduce excess employment, both when the company remains under state ownership and when private sector participation is introduced. As a result, reforms can generate resistance.

The toolkit shows that, with careful planning and stakeholder involvement, labor issues can be adequately addressed during the infrastructure reform process. Guidance on conducting labor reforms is provided, starting with the initial concept design stage to monitoring of the reforms.
