Below are select highlights for the data included in the profile.

  1. Peru is ranked 36th out of the 183 countries in Doing Business 2011, which is 10 places higher compared to last year. Peru is among the top ten reformers in 2011. In Starting a Business, Peru eased business start-up by simplifying the requirements for operating licenses and creating an online one-stop shop for business registration. In Dealing with Construction Permits, Peru streamlined construction permitting by implementing administrative reforms. In Registering Property, the country introduced fast-track procedures at the land registry, cutting by half the time needed to register property. Finally, in Trading Across Borders, Peru made trading easier by implementing a new web-based electronic data interchange system, risk-based inspections and payment deferrals.
  2. According to the latest Enterprise Surveys (2006), the top three constraints to firm investment in Peru include Practices of the Informal Sector, Tax Administration and Political Instability. Among the firms surveyed, 68.43% of them report competing against unregistered or informal firms.
  3. In the World Bank’s Worldwide Governance Indicators (2009), Peru is just below the 20th percentile for the Aggregate Indicator. For Government Effectiveness, in 2009 Peru is just above the 40th percentile. For Regulatory Quality, Peru is above the 60th percentile.
  4. Peru’s economic freedom score is 68.6, making its economy the 41st freest in the 2011 Index. Its score is 1 point better than last year, reflecting improvements that include a notable gain in business freedom. Peru is ranked 5th out of 29 countries in the South and Central America/Caribbean region, and its overall score is above the world and regional averages.
