  1. Cambodia's Economic Freedom Index score improved this year reflecting a much improved trade freedom score. The country scores noticeably well in fiscal freedom and government size, and moderately well in monetary freedom.
  2. According to the World Economic Forum's Global Competitiveness Report for 2007-08, the three most problematic factors for doing business are corruption, inefficient government bureaucracy, and an inadequately educated workforce. In the latest Enterprise Surveys (2007), over 50% of firms identified corruption as a major constraint to doing business and investment.
  3. Cambodia's overall Doing Business ranking has declined this year reflecting lower scores for 8 indicators. The most drastic drop occurred for the Paying Taxes indicator where Cambodia dropped 33 spots. The number of payments increased from 27 to 39 and time required from 137 to 173 hours. In addition, the government introduced a new social security contribution.
